Employee will be assigned to the division of mining and reclamation's office of explosives! and blasting, program development section. Under administrative direction, will perform highly technical research on blasting operations at surface mine sites for establishing standards for blaster training and blasting procedures used by this office. Employee will act as the technical expert for the office and will need highly specialized knowledge of explosive products, blasting equipment, blast log requirements, blasting techniques, blast design and planning, blast vibration control and explosives inventory records, in order to evaluate blasting laws rules, safe practices and best available technology for control of the effects of blasting. Extensive research into scientific publication on blasting seismology, the effects of blasting and the mechanics of blasting will be required. Employee will be required to draft reports and make presentations of research conducted at various forums. Will be required to use computers to compile, evaluate and prepare data for use in pr! esentations and reports using complex mathematical and analyti! cal skills. research and training duties: employee will primarily conduct extensive blasting research to assist in improving OEB's program requirements. MINIMUM QUALIFICATIONS:
Training: Bachelor's degree from an accredited four-year college or university with a major in chemistry, physics, geography, geology, biology, engineering, environmental studies, or natural science.

Experience: Six years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of envir! onmental resources, or in environmental protection, or in an agency spe! cific area related to environmental impact.
Note: The emphasis of this position will be on research dealing with surface mine blasting and will require proficiency in surface mine blasting. Preference will be given to qualified individuals with technical expertise and experience in blasting, and that possess computer skills in MS Word, Excel, access, Powerpoint, ARCGIS, CAD drafting and GPS applications.

Substitution: Master's degree from an accredited four-year college or university with a major in chemistry, physics, geography, geology, biology, engineering, environmental studies, or natural science may be substituted for one year of the required experience.

SUPPLEMENTAL INFORMATION:
Additional duty details: * conducting detailed scientific research projects through collect! ion of field data using highly sophisticated monitoring equipment, insp! ections and/or interviews, literature research into scientific publications; * attend seminars to evaluate training derived from the seminar for acceptance and possible use in OEB's certified blasters program; * assist in drafting of lesson plans, testing, and presentation materials, including instructional duties; * review and track testing of certified blasters for improvement to the program; * use and prepare maps for training, presentation, and evaluation purposes; * compile, evaluate and prepare data for use in presentations using complex mathematical, analytical and computer skills; * attend and make presentations at various training seminars and conferences;* be required to attend training and personal development courses;* represent the office at public meetings and hearings;* assist with training and testing of inspection staff, consultants, and blasters in both field and classroom settings;* investigate and report findings of misfires, fly rocks, and other unusual! blasting incidents. inspection duties include, examining blasting areas, blasting records, blasting procedures and operations, and all other aspects of the mining operation as necessary to determine compliance with all blasting laws and rules. Although employee will mainly provide assistance to the inspection and enforcement section for these duties, they will have the authority and may be required to perform those duties individually. employee may be assigned other related duties as required. special requirements: must possess refined communication skills and must be able to explain highly technical findings and research in layman's terms. must be able to work and communicate effectively with reclamation inspectors and supervisors, surface mine blasters, foremen, superintendents, and other coal company officials, as well as, complainants, adjusters, attorneys, claimants, and the general public, often in adverse or stressful situations. Position will require overnight trav! el throughout the state. Duties may require working alone and walking l! ong distances under adverse conditions in difficult terrain while carrying relatively heavy scientific instruments. must possess a valid drivers license and be able to operate a four-wheel drive vehicle. Position will require the employee to perform effectively and efficiently with little supervision and establish priorities, planning his/her own schedule and completing the required job duties. Note: the emphasis of this position will be on research dealing with surface mine blasting and will require proficiency in surface mine blasting. Preference will be given to qualified individuals with technical expertise and experience in blasting, and that possess computer skills in MS Word, Excel, access, Powerpoint, ARCGIS, CAD drafting and GPS applications. Note: employee must pass the surface mine blaster certification examination with a score of 80~ or better, within the first six months of employment.
