REQUIREMENTS
This is a professional position managing the financial aspects of two rural county health departments (Bradford and Union) including oversight of the fiscal, general services and budget functions and serves as the Chief Financial Officer of the New River Community ! Health Center. This position exercises independent judgment in! formulating and assisting in the formulation of policies and procedures which have significant impact on all financial aspects of the organization in personnel, administration and budgeting. Must have experience with small business finance and accounting, Must have constructed budgets, spread sheets and managed financial data. Must have a master's degree from an accredited college or university in health, business or human services. Must have at least one year of supervisory experience. Must have experience in finance with the Department of Health. Must have experience with annual spending plans and cash based accounting. Must have experience preparing and presenting financial reports. Must be familiar with reports required by HRSA for FQHCs. Must have experience working for a not-for-profit board. Must be proficient in Excel.

DESCRIPTION
This is managerial work planning, supervising, and coordinating accounting, budgeting, investing, banking! , insurance, securities, and other financial activities at the highest ! level of management of an agency or for a statewide program.

Submits delinquent accounts to attorney or outside agency for collection.
Coordinates and manages financial planning, budgeting, and investment activities.
Prepares reports summarizing an agency's current and forecasted financial position, business activity, and reports required by regulatory procedure or law.
Delegates authority for receipt, disbursement, banking, protection and custody of funds, securities, and financial instruments.
